REHVA REPORT 6 now available online and in hard copy: Building and HVAC system performance in practice
REHVA Workshops at CLIMA 2016, Aalborg, Denmark, 22-25 May 2016 

 The 6th REHVA Report deals with the outcomes of the technical workshops organised during our triennial flagship event, the CLIMA 2016 REHVA World Congress.

REHVA organised 25 Technical Workshops during CLIMA 2016. The objective of these workshops was to present advanced technologies and tools, European projects and the work of the REHVA Task Forces that are developing new Guidebooks.
The REHVA Technical Workshops and this booklet were supported by several companies and organisations. REHVA thanks all of them for their contribution and invites them to continue with our fruitful co-operation.

EU Project News


4 new REHVA members  completed the PROF / TRAC Train-to-Trainers course, 19-21 September 2016, Zagreb, Croatia

PROF/TRAC organised its successful 2nd Train-the-Trainers (TtT) course from the 19th to the 21st of September 2016.  Four additional REHVA Members Associations (AiCARR, AIIR, ETE, FINVAC) attended the course and joined the four associations (ATECYR, DANVAK, HKIS, TVVL) already involved in PROF/TRAC scheme.

During a workshop, the trainers started to develop national courses to take place over the course of next year. The next TtT course will take place in January 2017 in Valencia with further REHVA Members Association invited to join.

EU Policy News

New EN ISO Standard on Air Filtration- approved

A new global Standard EN-ISO 16980-1 "Air filters for general ventilation -- Part 1: Technical specifications, requirements and classification system based upon particulate matter efficiency (ePM)” which will replace the existing European Standard EN 779, has been subject to national position balloting. No negative votes have been cast, and this also means final approval of the new EN ISO Standard. It is estimated that the new Standard will be officially published in spring 2017.

The filter classification is going to change once again, also the test method is subject to changes. The classification will give some more information about the removal of different particle sizes and also possibilities to better estimate the long-time performance of air filters. 

Also the filter class symbols will completely change, this may cause confusion in practice when published. Also the REHVA Guidebook 11 on Air Filtration will need a revision.


EPBD review - leaked legislative proposal 

REHVA received the leaked version of the upcoming reviewed EPBD of the European Commission. This is not the official public version of the text; the approval of the formal version was postponed by the Commission and is supposed to be published end of 2016/early 2017 as part of a bigger energy legislation package. The complete leaked document can be downloaded in the REHVA website restricted area. Major changes of the leaked document are: 

  • Articles 14-15-16 on regular inspection and reporting about heating and air-conditioning systems will be deleted and replaced by obligations defined in Article 8. 
  • Article 8 (Technical building systems) is significantly changed according to a revised definition of technical building systems. Obligations cover the integration of building automation and energy monitoring systems; introducing a smartness indicator and adding infrastructure for electro-mobility
  • Article 6 on new building is simplified, keeps only the obligation to meet minimum energy performance requirements.
  • Annex I is updated and includes a binding reference on minimum IEQ requirements. However, they don’t define EU level requirements. “Energy need shall be calculated in order to ensure minimum environment levels that shall be defined at national or regional level.” 

The REHVA TRC will develop a position about the published final EPBD proposal and will collect comments from its member and supporters in the coming weeks. 


Ecodesign Working Plan 2015-2017 postponed again 

The publication of the delayed Ecodesign Working Plan 2015-2017 wad postponed again by the Commission and is supposed to be published end of 2016. In the coming months, a debate is foreseen at Commissioner level regarding the Ecodesign framework as well as ongoing and future product groups to be addressed. As reminder, the Commission considered to include building automation and control systems a new product group to be tackled in the work programme. 


New CEN/CENELEC WG 

CEN/CENELEC set up a joint working group on ‘Energy-related products - Material Efficiency Aspects for Ecodesign’ (CEN-CENELEC JWG 10, per Mandate 543 of the EC to develop a horizontal standard). The objective is to develop horizontal European standards to facilitate the implementation of resource efficiency requirements under the Ecodesign framework. These standards should be generic with a view to being applicable to various types of products. this working group will define general parameters and methods for assessing durability, upgradability and ability to repair, re-use and re-manufacture products. It will also issue guides on how to use these standards for specific products.
