EU Policy News

“Clean Energy” package with revised EPBD released

The European Commission unveiled the long-awaited “Clean Energy for All Europeans” Package, an extensive set of legislative proposals including the proposal on the revised Energy Performance of Buildings Directive (EPBD), a binding 30% energy efficiency target, clarified Ecodesign framework and measures, and smarter finance to help Europe grow while meeting its climate goals. More information including the new elements and main changes to the EPBD, new product groups subject to Ecodesign regulations and new financial initiatives.

EU Building Stock Observatory launched

The European Commission has launched a new database on the EU's building stock to monitor the energy performance of buildings across Europe.
The EU Building Stock Observatory tracks many different aspects including:

  • energy efficiency levels in buildings in individual EU countries and the EU as a whole
  • different certification schemes and how they are implemented
  • financing available for renovating buildings
  • energy poverty levels across the EU

The Observatory contains a database, a datamapper and factsheets.

New filter standard – some additional features

The revision process of air filter standards has been reported several times in the previous issues of the Bulletin.

The new global Standard EN-ISO 16980-1 "Air filters for general ventilation -- Part 1: Technical specifications, requirements and classification system based upon particulate matter efficiency (ePM)”, has been approved. The new standard will replace the existing European Standard EN 779 and will thus be adopted as national standard in all CEN member countries. In other countries, adoption of the standard, as in the case of all ISO standards, is voluntary.

The classification will give more information about the removal of different particle sizes and also possibilities to better estimate the performance of air filters – however, the optimal selection will require some more expertise and also knowledge about the outdoor air particle distribution on site. While the number of main filter classes are reduced to only four (ePM1, ePM2.5, ePM10 and Coarse) instead of the existing nine G, M and F classes, in practice there will be a much higher number of categories, expressed as combination of main class and the rounded percentage of particles removed.
