EPBD review: Trialogue reached agreement on the revised directive

After the collapse of trialogue talks, the Council and the European Parliament reached an agreement on 19 December in an 8-hours intense 3rd negotiation round.
EU lawmakers agreed on long-term renovation strategies, the issue that blocked talks 2 weeks ago. The parties now agreed about national renovation strategies to achieve an energy efficient and decarbonised European building stock by 2050. Member States shall set 2030 and 2040 milestones and define measurable progress indicators.
Regarding inspection, probably the toughest part of the talks, the opinion of the Council was set through. The inspections of heating and air conditioning systems will be simplified, and member states have sole competence to decide on appropriate measures and frequency. Effective alternatives, such as advice can be put in place. The Council approved above an overall threshold of 70Kwh for inspections.
The Council has agreed on the establishment of a voluntary Smart Readiness Indicator and on promoting digitalisation and smart technologies. Large buildings have to be equipped with building automation and control systems by 2025 only if considered economically and technically feasible.
The final text of the legislation will be published later. More information.
