EU Policy News

EPBD review – COPERER and ITRE approved EPBD review text

On 31 January 2018, the EU ambassadors officially confirmed the political agreement reached in December 2017 between the Estonian Presidency and the European Parliament on the revised EPBD.  The text was then approved by the EP ITRE committee on 21 February, opening the way for the final Parliament plenary vote in April. After this last step, the directive will be published in the Official Journal of the EU and enter into force 20 days later. The transposition period for this legislation is 20 months. The major outcomes of the negotiations are the following:

Members States agreed to develop national renovation strategies to achieve an energy efficient and decarbonised European building stock by 2050, setting mid-term goals with measurable indicators. The strategies shall also address healthy indoor climate conditions, fire safety and risks related to intense seismic activity. The directive encourages MS to link financial measures supporting energy efficiency to the quality of the renovation works, and to certified performance assessed by EPCs issued before and after the renovation.

The inspections of heating and air conditioning systems will be simplified, and member states have sole competence to decide on appropriate measures and frequency. Effective alternatives, such as advice can be put in place. The Council approved above an overall threshold of 70Kwh for inspections.

The recast EPBD mandates the development a voluntary Smart Readiness Indicator and promotes digitalisation and smart technologies. Large buildings should be equipped with building automation and control systems by 2025 if economically and technically feasible.

You will find a detailed analysis of the new EPBD in the March issue of the REHVA Journal.
