The 6th REHVA Report deals with the outcomes of the technical workshops organised during our triennial flagship event, the CLIMA 2016 REHVA World Congress.
REHVA organised 25 Technical Workshops during CLIMA 2016. The objective of these workshops was to present advanced technologies and tools, European projects and the work of the REHVA Task Forces that are developing new Guidebooks.

Energy Performance of Buildings – FINVAC seminar a success again

The third FINVAC seminar on this subject was held in Helsinki on 21st September 2016. Again, the number of participants exceeded the record from last year – more than 600 experts attended this one-day event. The focus of the seminar was in the changing national legislation, changes due to the latest and also ongoing developments in global agreements and EU legislation. The day when all new buildings shall meet the requirements to “nearly zero energy buildings” is near, so it is time to wake up practitioners and all other stakeholders to discuss how these new requirements should be fulfilled in real practice.

In addition to Finnish speakers representing authorities, researchers, construction clients and building owners, designers and manufacturers/suppliers, invited speakers from Denmark, Sweden and Norway presented their views. It was interested to hear that all Nordic countries take somewhat different approaches in the new building regulations – although the climate and building traditions are much similar, the countries have some differences in national energy resources, and this reflects in several details in how the requirements are set and assessed.

Nearly all speakers repeated the fact that improvements in energy performance must not affect negatively on the indoor environment. “Buildings are built for people, not for energy saving”.

FINVAC has already decided to organise the 4th seminar with the same subject in early October 2017.

REHVA briefing about the EC legislative proposal on EPBD review

REHVA has received the draft of the EC legislative proposal and the impact assessment on EPBD expected to be published in October 2017. Hereby some notable changes are described.

Article 8 on technical building systems include now former articles 14, 15 and 16, and now covers also the integration of building automation and energy monitoring systems. Within a service contract tender, EC will introduce a smartness indicator which will be calculated according to new Annex 1a.

New items replacing the recent Article 8(2) point:

  • The installer assesses overall energy performance of altered technical building systems and hand over the information to the building owner. Information are stored in EPC database.
  • Mandatory building automation and control systems by 1/1/2023 in case of:

    • Non-residential buildings with a yearly primary energy use of > 250 MWh
    • Residential buildings with centralised technical building systems with a cumulated effective rated output of > 100 kW

Article 6 on new buildings keeps only the obligation on energy performance requirements. Technical, environmental and economic feasibility of high-efficiency alternative systems are removed.
Energy need shall be calculated in order to ensure minimum environment levels that shall be defined at national or regional level.” (updated Annex I) but no minimum IEQ requirements are defined.
