URBAN Intergroup-Renovate Europe event on energy renovation for urban regeneration

On 26 September, REHVA took part to the event jointly organised by the URBAN Intergroup and Renovate Europe to discuss about “Funding for Energy Renovation as a Stimulus for Urban Regeneration”. All the speeches gravitated towards the acknowledged fact that energy efficiency interventions entail a much wider range of benefits to citizens than energy savings. This vision opens up new opportunities for building energy professionals. As Louise White from the European Investment Bank said, to fully reap energy-related urban regeneration opportunities, technical assistance is becoming as important as funding opportunities.
Get a broader overview of the event in the URBAN Intergroup and Renovate Europe joint press release.

EPBD review: ITRE Draft compromises on EPBD, ENVI opinion approved

ITRE has prepared a compromise compilation based on the more than 600 amendment proposals received by the 6 June. The final draft for the ITRE voting on 14 October will be ready in the coming week following the negotiations lead by rapporteur Bendt Bendtsen.  Some relevant points of the draft:

  • Definition of technical building systems (TBS) modified and includes technologies for the management of IEQ, ventilation, solar shading, and BAC.
  • IEQ requirements

    • when a TBS is installed, replaced, or upgraded, the overall energy performance and its impact on IAQ shall be assessed when relevant.
    • IEQ requirements shall be considered in the definition of the SRI indicator.
    • Member States shall pay attention to encourage healthy indoor climate conditions for buildings undergoing major renovation.
    • Annex II: energy needs for technical building systems shall be calculated to maximise health, indoor air quality and comfort levels defined by Member States at national or regional level.

  • Inspection: the threshold for mandatory inspection was lowered, ventilation systems are also subject of inspection. Buildings with electronic monitoring systems, and those covered by EPC scheme, therefore subject to performance monitoring, are exempted of inspection. IEQ parameters are not part of the inspection.
  • BAC and monitoring: installation of BAC-s is mandatory in non-residential buildings above total primary energy use of >250 MWh/a. Requirement option for continuous electronic monitoring systems in residential buildings above 12KWh cumulated output, but not as an alternative to inspection.

ENVI approved its Opinion on the EPBD on 25 September. The opinion strengthens indoor air quality and health aspects in several amendments. Read the ENVI Opinion here
