EU Policy News

EPBD review – COPERER approved the 2nd EPBD recast text

The EU ambassadors confirmed the political agreement on the revised directive on the energy performance of buildings on 31 January 2018. This decision confirms the provisional agreement reached on 19 December 2017 between the Estonian Presidency and European Parliament representatives.
The text goes now through a legal and language revision and supposed to be approved and enter into force in April 2018. After formal approval, the directive will be published in the Official Journal of the EU. The transposition period for this legislation is 20 months.
The inspections of heating and air conditioning systems will be simplified, and member states have sole competence to decide on appropriate measures and frequency. Effective alternatives, such as advice can be put in place. The Council approved above an overall threshold of 70Kwh for inspections.
The recast EPBD mandates the development of a voluntary Smart Readiness Indicator and promotes digitalisation and smart technologies. Large buildings should be equipped with building automation and control systems by 2025 if economically and technically feasible.
