The REHVA Brussels Summit was a success with its high-level Policy Conference: HVAC in Zero Emission Buildings - solutions for IEQ and affordable buildings.
The 2025 edition of the REHVA Brussels Summit took place at a critical moment for the EU building sector, as the revised Energy Performance of Buildings Directive (EPBD) entered its implementation phase. Following the publication of the European Commission’s guidance documents on 30 June 2025, the focus shifted to practical delivery across Member States.
Structured around three thematic sessions, the Policy Conference explored how EPBD implementation could deliver on Europe’s climate, health, and social objectives—focusing on the HVAC sector’s contribution to indoor environmental quality (IEQ), building affordability, and large-scale renovation. The sessions brought together institutional representatives, technical experts, and market actors to exchange perspectives and identify shared solutions.
The event brought together policymakers, industry leaders, experts, and stakeholders to address the intersection of indoor air quality, sustainable energy solutions, and social equity in access to affordable heating and cooling.

Harm Valk is since 1997 employee at ‘Nieman’ a firm of consulting engineers in the Netherlands. As senior-consultant on sustainable built environment he participates in a broad and various range of consulting activities, mostly related to both building and installation technique. His assignments are both for public authorities and private firms and are related to projects and to policy advise. Renovation of social housing is a constant in his career, which started at a Rotterdam social housing firm. In his line of work he practises a holistic view on the quality of the built environment. Since 2011 he is involved in the standardisation of the energy performance of buildings, in subsequent standardisation committees at NEN, the Royal Netherlands Standardization Institute; since 2015 as chairperson. Next to his consulting activities he contributes regularly to several publications, where he shares his opinions as columnist. REHVA vice-president since 2025.
Robert Nuij heads the unit for energy efficiency in buildings and products at the European Commission’s Directorate-General for Energy. He leads the implementation of the Energy Performance of Buildings Directive and oversees ecodesign, energy labelling, and tyre labelling policies. Previously, he was deputy head of unit for the Energy Efficiency Directive and financing of energy efficiency. He began his Commission career in DG Environment, working on integrated product policy and the EU Eco-label, and later moved to DG Health and Consumers, focusing on product safety and market surveillance coordination. Before joining the Commission, Robert was a senior consultant in environmental product policy, eco-design, and waste management. A Dutch national, he holds an MSc in Industrial Design Engineering from Delft University of Technology.
Pierre Cruveillé, 51, was appointed as Public Affairs Director of the Aldes Group, a ventilation system and heat pump manufacturer, in October 2016. He oversees relations with political, administrative and institutional bodies at the European and French levels. His core mission is to support the development of adequate legislative and regulatory frameworks allowing to take on the challenge of making the buildings of tomorrow healthier, through the improvement of their indoor air quality, as well as more energy efficient. In this regard, he actively took part in the revision of the Energy Performance of Buildings, Renewable Energy and Energy Efficiency directives. He is also involved in the drafting of the new French Building code and the transposition of European texts in national regulations. Pierre holds degrees in Business and European Management and has twenty-five years of experience in governmental relations dealing with energy and environmental issues. He was elected President of the European Ventilation Industry Association’s Steering Committee in 2024 and is Deputy Chair of the Ventilation Strategic Committee Bureau of Uniclima, the French Union of Thermal, Aeraulic and Refrigeration Industries.
Stefan Moser was born in Munich in 1971 and trained as an economist and a lawyer. He joined the Commission in 2000 in DG Competition to work on control of state aid to public undertakings and services, notably financial institutions. From 2005 to 2009, he worked in DG Environment on climate and environment policy, notably greenhouse gas emissions trading, transport emissions and air quality. From 2009 to 2015, he dealt with policy coordination in the Secretariat-General, in particular on climate, energy, environment, transport, agriculture and maritime policies. From 2015 onwards, he has served as head of unit in DG Energy, first on energy security and safety, and then on energy efficiency of buildings and products and now on the Task Force Housing.
Csaba de Csiky is a seasoned investment banker and sustainable finance expert, currently serving as Senior Partner at EnerSave Capital, a Luxembourg-based finance facilitator focused on accelerating the energy transition. With decades of experience in project finance, securitisation, and capital markets, he has played a pivotal role in transforming sustainable energy investments—particularly in energy efficiency and renewable energy—into tradable green financial products. His work centers on the design and structuring of sustainability-focused investment funds and securitisation platforms, repackaging cash flows from energy-saving measures and clean energy generation into green bonds and other climate-aligned instruments. In addition to his role at EnerSave Capital, Csaba is Chairman of Csiky & Co. Limited, a UK-based investment banking boutique dedicated to sustainable finance, and Chairman of Verdabelo ESCO Ltd, an FCA-regulated finance provider supporting energy-efficient home retrofits. A founding member of the Budapest Stock Exchange, Csaba has also held senior roles at major financial institutions including Creditanstalt Securities Ltd., Merrill Lynch AG, and Prudential-Bache Inc., bringing a wealth of experience and leadership to the field of climate finance.
Eline Blanchard is Head of Policy at EFIEES, the European federation representing energy service companies (ESCOs). She leads the association’s advocacy work, highlighting the role of energy efficiency and energy management solutions in Europe’s transition to climate neutrality. Eline joined EFIEES in 2019 as a Project Officer before growing into her current role, where she coordinates the federation’s policy strategy. Prior to joining EFIEES, she worked for a European network of cities and regions focused on deploying hydrogen technologies in road transport. She holds a Master’s degree in European Affairs from Sciences Po Lille.
Frank Hovorka began his career in construction in 1990, later joining VINCI and managing office, retail, and hotel projects in Eastern Europe. In 1997, he became Technical Director for Caisse des Dépôts’ property arm in Prague, then returned to France in 2000 to develop sustainable commercial projects for Icade, achieving France’s first HQE-certified office in 2005 and a DGNB Gold building in Germany. From 2010–2016, he led sustainable development policy for Caisse des Dépôts, later serving as Head of Strategy and ESG at QUARTUS. Since 2019, he has been Technical and Innovation Director at the French Real Estate Developers Federation and a RICS board member focusing on sustainability, contributing to international research on net-zero buildings, green value, BIM, and sustainable finance.
Jose De Pedro: With over a decade of experience in real estate and construction, Jose manages portfolios exceeding €200M, specialising in fundraising and asset transformation. He develops innovative spaces, including coworking, coliving, and sustainable housing. Jose is currently the founder and CEO of Commuty, an asset and investment management firm focused on asset transformation and timber-structure-based developments. He holds an MSc in Industrial Engineering from Universidad Politécnica de Madrid and a Bachelor’s in Architecture from ENSAPM (Paris).
Katerina Papapostolou is an Electrical and Computer Engineer from the National Technical University of Athens (NTUA). She works as a senior research associate and project manager at the Decision Support Systems Laboratory, where she manages and coordinates EU-funded projects on energy efficiency, energy management, energy financing, and sustainable development. She has extensive experience in project management, stakeholder engagement, and the design and implementation of communication, dissemination, exploitation and sustainability strategies within EU-funded projects. She has more than 50 scientific publications in conference proceedings, books and journals.
