The European Commission has published draft National Building Renovation Plans (NBRPs) submitted by eleven Member States and the Belgian region of Wallonia, marking a significant step in the implementation of the revised Energy Performance of Buildings Directive (EPBD, Directive 2024/1275/EU).

The plans currently available on the Commission's dedicated webpage cover Austria, Bulgaria, Croatia, Cyprus, Denmark, Finland, Lithuania, the Netherlands, Romania, Slovenia, and Spain, alongside the Belgian region of Wallonia.

Background

NBRPs are required under Article 3 of the revised EPBD, which entered into force on 28 May 2024, and replace the previous Long-Term Renovation Strategies. Each plan must set out a roadmap for transforming the national building stock into zero-emission buildings by 2050, including nationally determined targets for 2030, 2040 and 2050, planned policies and measures, and an outline of investment needs and financing sources.

Process and next steps

All Member States were required to submit their first draft by 31 December 2025. The Commission will assess the plans and may issue country-specific recommendations within six months of submission; Member States must then take those recommendations into account before submitting their final plans by 31 December 2026.
