The European Commission has opened a feedback period on the revised methodology to calculate minimum energy performance requirements for buildings. This initiative updates the rules for determining cost-optimal levels of minimum energy performance for:
New buildings
Existing buildings undergoing major renovation
Individual building elements
The revision is mandated by Article 6(1) of the recast Directive 2024/1275/EU on the energy performance of buildings, ensuring that requirements remain aligned with the EU’s energy efficiency goals.
It is part of the broader EU rules and initiatives to achieve a fully decarbonised building stock by 2050. You can find more information about the EU’s efforts in this area here.
The feedback period is open from 9 April 2025 to 7 May 2025. Stakeholders are invited to review the draft delegated act and share their input.
This work is being developed with the support of the Expert Group on the Energy Performance of Buildings Directive (E03689).
The Commission is planning to adopt the revised methodology in the second quarter of 2025.
