Recent media reports suggested that the delegated regulation underpinning the comparative methodology framework for calculating cost-optimal levels of minimum energy performance requirements—originally published as Delegated Regulation (EU) 2025/1511 of 30 June 2025—had been deleted, potentially delaying the implementation of the revised Energy Performance of Buildings Directive (EPBD).

This delegated act establishes the methodology that all Member States must apply when determining and justifying the cost-optimal levels of their minimum energy performance requirements for buildings and building elements, such as a benchmark of 50 kWh/m²·year of total primary energy.

Following these reports, REHVA contacted the responsible European Commission Unit to clarify the situation. The Commission confirmed that the regulation had been published prematurely by the Publications Office due to procedural misalignment. Consequently, the initial act was temporarily removed from EUR-Lex.

The Commission has now republished the delegated regulation in the Official Journal on 6 November 2025, with the corrected reference number (EU) 2025/2273:

This correction should not entail any delay in the implementation of the Energy Performance of Buildings Directive. Member States can therefore continue their work on the national cost-optimal calculations without disruption.
