New Tools from the European Commission to Support National Building Renovation Plans
The European Commission has today published new tools to assist EU Member States in preparing their National Building Renovation Plans (NBRPs). These include an annotated NBRP template and a data collection spreadsheet designed to facilitate and streamline the planning process.
Under Article 3 of the revised Energy Performance of Buildings Directive (EPBD), Member States are required to submit a first draft of their NBRPs by the end of 2025.
Developed in close collaboration with Member States, the two templates aim to make the planning process more straightforward while ensuring all mandatory elements outlined in Annex II of the EPBD are properly addressed. While the use of these tools is voluntary, they provide practical guidance that can help countries efficiently prepare their NBRPs.
NBRPs are a key component of the updated EPBD, serving as strategic roadmaps for how each Member State plans to decarbonise its building stock and achieve the climate and energy targets set in their National Energy and Climate Plans (NECPs). Proper implementation of the EPBD can also help reduce energy costs and enhance energy security and resilience. With buildings accounting for 52% of the EU’s total natural gas consumption, NBRPs are also vital to the EU’s goal of ending reliance on Russian energy imports.
