18.10.2024 The European Commission has published the first in a series of guidance documents to help EU countries transpose and implement the revised EPBD into national law. This guidance (C/2024/7161) clarifies the requirement under Article 17 (15) that, from 1 January 2025, Member States must not offer financial incentives for installing stand-alone boilers powered by fossil fuels.

HVAC professionals, represented by REHVA, are directly affected by the recast EPBD in their daily work. In anticipation, REHVA submitted contributions on this topic to the EU Commission in May 2024, reiterating the organisation's principles for buildings ready for 2050 standards.

REHVA fully supports the EU's 2050 carbon neutrality goal and the essential decarbonisation of heating and cooling systems. However, the way to reach this target should be technology-neutral and grounded in a holistic, decarbonised building design.

In line with REHVA’s recommendations, the transposition of Article 17 (15) should be:

  • Performance-based, such as focusing on emission levels,
  • Comprehensive and technology-neutral,
  • Ensuring a level playing field for various technologies and energy carriers.

There is no “one-size-fits-all” solution; instead, optimised solutions tailored to each building are necessary, guided by qualified professionals.
