On 7 November 2025, REHVA took part in the European Commission’s Stakeholder Consultation on the Electrification Action Plan and Heating & Cooling Strategy, organised by the Directorate-General for Energy (DG ENER). The event gathered a wide range of stakeholders from across Europe to exchange views and provide feedback on two key initiatives shaping the future of the EU’s energy transition.
REHVA was represented by Francesco Robimarga, Policy and Advocacy Officer, who brought forward the Federation’s perspective on both dossiers, highlighting the practical challenges and opportunities for the building services engineering sector.
During the discussion on the Electrification Action Plan, REHVA raised a critical point regarding the current imbalance between electricity production and demand. While electricity overproduction often leads to negative prices—especially in the summer—peak prices remain high in winter due to increased demand. REHVA questioned whether the focus should first be on better matching production and demand before accelerating further electrification efforts.
A stronger emphasis was placed on REHVA’s intervention during the Heating and Cooling Strategy session. Francesco Robimarga drew attention to the efficient use of EU funds, particularly the €65 billion available through the Social Climate Fund. He noted that REHVA’s members have observed cases where allocation criteria lead to oversized installations and poor performance. REHVA therefore proposed the inclusion of EU-wide guidelines to ensure efficient spending, focusing on results rather than means, to maximise the impact of public investments in the building sector.
By contributing to this high-level consultation, REHVA reaffirmed its commitment to promoting evidence-based, practical solutions for the decarbonisation of Europe’s building stock, ensuring that policy design reflects the realities of the HVAC sector and the expertise of its professionals, always looking forward to a continuous and fruitful dialogue with DG ENER.
