The European Commission is currently evaluating the EU’s public procurement framework, with a focus on three key directives:

  • Directive 2014/23/EU on the award of concession contracts
  • Directive 2014/24/EU on public procurement
  • Directive 2014/25/EU on procurement in the water, energy, transport, and postal services sectors

The objective of this evaluation is to assess whether the current rules are functioning as intended, ensuring efficiency, transparency, and fair competition across the EU. The public consultation period closed last week, and the next milestone is the Commission’s adoption of the revised framework, expected in the third quarter of 2025.

In parallel, the ENERGATE project has published a set of recommendations, aiming to align procurement policies with energy efficiency  goals. These insights contribute to the ongoing discussions on how procurement rules can better support Europe’s clean energy transition.
