In a report on the New Circular Economy Action Plan the Committee on Environment, Public Health and Food Safety (ENVI) from the European Parliament has proposed a series of amendments. They call upon the European Commission to introduce binding 2030 EU targets for materials use and consumption footprint, covering the whole lifecycle of each product category placed on the EU market, which could have a large impact on the use of building materials.

One of the proposed amendments by ENVI to the European Commission is "...to consider setting reduction targets for the carbon footprint and material footprint of EU buildings and applying the Levels(s) framework on sustainable buildings as a binding framework for construction performance."
