The first Recommendation on building renovation has been published by the European Commission which encompasses the Commission guidance on the new and revised provisions of the EPBD. In a later process, the second Commission Recommendation is following and will cover new and revised EPBD provisions related to modernisation of buildings and of building regulations, including building automation and controls, e-mobility and inspections. 

The main aim of this guidance document is to ensure understanding across Member States in the preparation of their transposition measures, keeping in mind that the Recommendation does not alter the legal effects of the Directive itself. Full transposition and effective implementation of the amended EPBD is fundamental to support the achievement of 2030 energy efficiency targets and to put the Union on track for the full decarbonisation of national building stocks by 2050.

Member States have until 10 March 2020 to transpose the new and revised provisions of the Directive into national law.
