Ramboll and KU Leuven, contract by the European Climate Foundation, published a report on "Whole life carbon models for the EU27 to bring down embodied carbon emissions from new buildings: Review of existing national legislative measures". This report analyses the existing policy models of five different EU member states decarbonising the building sector beyond operational energy.

The aim of the report is to support with defining the scope, ambition and timeline of whole-life carbon regulation in the context of the EPBD.
